Try the Hardware & Device Troubleshooter in Settings > Update & Security > Troubleshoot. Try updating the webcam driver from the PC manufacturer's Support Downloads webpage for your exact model. Install it even if it is the same or newer than the one in Device Manager accessed by right-clicking the Start button. Also compare all other drivers including chipset, display, sound, etc. Right-click on the start button to access Device Manager, locate the webcam (if necessary in the Display tab Show hidden devices), in the Driver tab, see if restore is available, if not try to put update the driver, first automatically, then browse, then let me choose try all previously installed drivers. If these fail, try uninstalling the driver, restart the PC to reinstall it. If this is due to Windows updates, you can check which ones have been installed in Settings > Update & Security > Windows Update under Installed updates, then uninstall them from the link and hide them with the Hide Updates tool downloaded from here:

You can also use System Restore to fix the problem before the problem started, then check for updates with the Hide Updates tool and hide them:

Start with step 4 to disable bootable freeloaders that may conflict and cause problems, then step 7 to scan the most thoroughly for the infection, then step 10 to scan for damaged system files . Then continue with the other steps to review your installation more thoroughly. If nothing else helps, I would install the media creation tool from this link and choose Upgrade this PC now:

It's the most stable way to upgrade to the new version and, because it reinstalls Windows while keeping your files and programs in place, fixes most problems. It also updates all Windows updates. If there are obstacles during installation, these steps can overcome them:
