If your Dell PC does not turn on or boot into the operating system, it is recommended that you perform a hard reset first. Performing a hard reset usually fixes many issues and also drains any residual power that may be causing the problem. If your Dell PC still does not turn on or boot into the operating system, follow the appropriate actions below based on the symptoms of your Dell PC.
Perform a hard reset
Shut down your Dell PC
Unplug the AC adapter or power cord and remove the battery (for Dell laptops).
Note: For some Dell Ultrathin laptops that may have non-removable batteries, we recommend you visit our Dell Knowledge Base article How to Reset the Real Time Clock (RTC) to recover your Dell XPS, Dell Latitude or Dell Precision.
Note: For some Dell Latitude laptops, we recommend that you try to recover the PC using the forced ePSA method. See Dell Knowledge Base article How to Use Forced ePSA to Recover from POST or Boot Failure.
Disconnect any peripherals or external devices such as USB drives, printer cables, and media cards (SD/xD). p>
Press and hold the power button for 15-20 seconds to drain residual power.

When your Dell PC doesn't seem to be working properly, diagnostics are available to help you identify and fix the problem. Dell has integrated a suite of self-diagnostic tests on Dell laptops, desktops, servers and Windows tablets. These are called Dell Enhanced Pre-Boot System Assessment (ePSA) or Dell Pre-Boot System Assessment (PSA) Diagnostics.
When your Dell PC experiences a problem, it is recommended that you first try running a diagnostic test. Any error codes provided by these tests can go a long way toward solving your problem.
