Hello Sophia. I'm Greg, an installation specialist and Windows MVP of 9 years here to help you. I will give you all possible solutions that work for webcam issues. If you need help with any steps, I'm here to help. Try resetting the Camera app in Settings > Apps > Apps & Features > Camera > Advanced options. Have you enabled the privacy setting to allow apps to use your webcam?

https://privacy.microsoft.com/en-us/windows-10-...
Also try these steps from Microsoft when the webcam is not working:
https://support.microsoft.com/en-us/help/13753/...
Try the Hardware & Device Troubleshooter in Settings > Update & Security > Troubleshoot. Try updating the webcam driver from the Dell Support Downloads webpage here for your service tag on the sticker:
http://www.dell.com/support/home/us/en/19/Produ.. .
. Install it even if it is the same or newer than the one in Device Manager accessed by right-clicking the Start button. To locate the driver in Device Manager (accessible by right-clicking the Start button), choose the View tab > Show Hidden Devices. Also compare all other drivers including chipset, display, sound, etc. Right-click on the start button to access Device Manager, locate the webcam (if necessary in the Display tab Show hidden devices), in the Driver tab, see if restore is available, if not try to put update the driver, first automatically, then browse, then let me choose try all previously installed drivers. If these fail, try uninstalling the driver, restart the PC to reinstall it. If this is due to Windows updates, you can check which ones have been installed in Settings > Update & Security > Windows Update under Installed updates, then uninstall them from the link and hide them with the Hide Updates tool downloaded from here:
http://download.microsoft.com/download/f/2/2/f2...
You can also use System Restore to fix the problem before the problem started, then check for updates with the Hide Updates tool and hide them:

Review this checklist to ensure the installation is properly configured, optimized for best performance, and any necessary repairs are made:
http://answers.microsoft.com/en-us/windows/wiki...
Start with step 4 to disable bootable freeloaders that may conflict and cause problems, then step 7 to scan the most thoroughly for the infection, then step 10 to scan for damaged system files . Then continue with the other steps to review your installation more thoroughly. If nothing else helps, you can run a repair install by installing the Media Creation Tool and choosing Upgrade Now. This reinstalls Windows in about an hour while saving your files, apps, and most settings, fixes many issues while upgrading it to the latest version you need anyway, and by the most stable method.
http://windows.microsoft.com/en-us/windows-10/m...
It's the most stable way to upgrade to the latest version and because it reinstalls Windows while keeping your files and programs in place, fixes most problems. It also updates all Windows updates. If there are obstacles during installation, these steps can overcome them:

I hope that helps. Do not hesitate to come back to ask your questions and keep me informed. If you are waiting to rate whether my post helped you, I will continue to work with you until it is resolved.________________________________________________________Standard disclaimer: There are links to non-Microsoft web sites.
